Keary has over 10 years of experience designing and building multi-tier and client-server database enabled applications using a rich variety of technologies including web services, portals, J2EE application servers, and all major relational databases. He is highly proficient with all aspects of database design and development having worked on large scale projects with Oracle, Informix, SQL Server, and DB2. He has a solid background in C, C++, and Java developing both desktop applications for Windows as well as applications and frameworks for embedded Linux and Unix servers.

He brings a deep understanding of combining complex technologies into applications that are secure, scalable, easy to maintain, and easy to use. This includes e-commerce, business intelligence, web applications, system integration, and graphical interface projects. Professional experience includes:

  • Architected and lead a team that implemented a procurement management engine to handle government-wide acquisition contracts for the GSA (General Services Administration). The solution was built using Java open source technologies running in an IBM WebSphere cluster.
  • Architected and lead a team that developed a web-based emergency operations cost accounting system for contingency construction for the U.S. military. This was a mobile system with multiple databases and servers that included automated peer-to-peer data syncing capabilities using web services. This solution used Java open source technologies and was deployable on Oracle, SQL Server, or MySQL databases.
  • Architected and implemented a cXML compliant web service module for the largest non-profit group providing computer hardware grants. This integrated seamlessly with their procurement system and transmitted all purchase order and invoices in real-time to their hardware vendor. This solution used Java open source technologies on a BEA WebLogic server.
  • Implemented a fraud detection solution for worker's compensation claims using a business analytic decision engine with a Java Swing-based web-client and Java server-side technologies. Lead the team working on the security and analytics integration.
  • Implemented a tuning and verification module for a CRM customer support email application built with Java (JINI, RMI, JDBC) that incorporated artificial intelligence algorithms to accurately route emails or respond to customers questions.
  • Architected and implemented a web-based simulation engine for NCR's CRM framework that incorporated a java rule-based logic engine with EJBs running on a BEA WebLogic cluster.
  • Architected and lead a team that developed a real-time golf tee time reservation search and booking engine. This was co-branded by Yahoo!, Expedia, and Travelocity travel web sites. The solution was implemented using Microsoft technologies (COM+, MTS, ASP) with a SQL Server database.
  • Designed and implemented a network engine with a customized communication protocol for the Mobile Vehicle And Cargo Inspection System (VACIS) used for manifest verification and homeland security at the San Diego border. All development was performed in C++ on Windows and embedded Linux operating systems.
  • Implemented gift card encryption modules for point-of-sale systems and e-commerce websites using PKI and security protocols. This work was for several large retail companies including Bed, Bath, and Beyond; zGallerie; eLuxury; and PETCO.

Keary received a degree in International Relations with a second degree in Asian History from the University of California, San Diego. He also studied Japanese language at International Christian University in Tokyo, Japan and Korean language at Yonsei University and Sogang University in Seoul, South Korea.
